For my project, I just downloaded a basic, freely-usable HTML/CSS template and have been adding my code to that. I could literally complete my entire game and put it up for hundreds or thousands of players to play (using a professional web host) without the help of a single other person.
EDIT: And what people have been hinting at and outright saying in this thread, teams are one of the most difficult parts of 3D MMORPG development. It is extremely hard to get a team together who can complete an entire 3D MMORPG, and it is probably about a 1 in 1000 chance to hold them all together for the 2 - 5 years to actually complete the 3D MMORPG.
My comment is more to do with what he would like to achieve, while it may be possible to do this alone I doubt he would achieve the highly polished commercial product he is looking for (Alone).
While I am working "Alone" on my game, If I cannot find something that I want I would hire someone to do it for me. I can do simple graphics etc in photoshop, but if I wanted something very specific created I would hire an artist. In the same light, if I didnt want to use music that was free I could hire someone to compose a theme song for me.
