Help with design work (CSS/HTMl & Images)

I am working on a browser based RTS and I am having some troubles with graphical design work (Never been that artistic).

Just looking for some one with someone/thing to help with the graphical work and making the games UI look pretty.

I am a cable PHP code writer and have experience with HTMl and CSS (My own hand written website).

Hi dude i see you are short of an artistical type of designer so may be i can help you so that we can make the Game worth playing...

2. Make sure you tell me what is game all about...
3. How many characters.
4. Possible movements and actions for a character... If you don't have a clue yet i will present you with some ideas for the movements.
5. Names, Occupation, Sex for the characters...
6. In what time is the entire base of the game meaning 1500 or maybe 1700 or perhaps 1900 i don't know so give me a heads up...

I believe that for the moment those notes are enough, for a good start...

By the way i do not have knowledge of using any design software or animating software so get this i will draw all for you meaning: Landscapes, Structures, Characters, Movements but how will you insert all of that will be complete up to you...
