Here are a list of features, (Green means that it is done, Red means that it is not done, and Orange means that I'm not sure if I am going to add it):

Friend List
Enemy List
Shields (first layer of defense in your city, default feature for every city)
Alliances
Treaties Between Cities/Countries
Random Terrorist Attacks
Custom Units
I will update this as certain things are completed throughout my game. These are not its only aspects, but these are some of the unique features.

Heh, when I first added this, every single feature was red... :p "I've got too much time on my hands" -Styx
Anyways, once I actually finish up these last few features, I will be able to start to actually work on visual appeal, because as I'm sure most people know, function comes before appeal, and since many of the alpha functions are nearly complete, I can spiffy it up a little bit, actually make the script for attacking other countries, insert some data into my database, and soon enough I will be asking you guys to test out the alpha version of "Peril"!
One other thing, I go out of town on vacation for a week starting Saturday, so I won't be working on this project in that time, but I will still have my iTouch to follow the forums still!

Good point halls, the other one was originally just to figure out some more foundational aspects of the games, but there really isnt a need for two, I am going to delete the other one and just edit this one later on tonight :p
