How about making the missions into mini-games?
Like if your mission is to kill a guy, you'd have a simple 2d top down map of a city section for example, where your "gang" start in some remote corner, and need to move towards the target, avoiding cops and rival gang members. Your gang need to survive to take out the target, and if you don't you loose the mission, if you get the target you win.
You could add bombing a building to this type of mini game missions, pursuit, escape, kidnapping, robbery etc.
Would make the missions far more interesting than just selecting amount of thugs to send towards the rival gang, then waiting for the mission report and maybe get some rewards instantly (or delayed) added to your assets.
The graphics could just be simple, no fancy stuff needed. You could control your guys directly or indirectly, but more or less in real time. The "targets" would be AI guided to allow players to play when they want rather than waiting for the target player to go online.
