So here's a question:
I plan on launching my game soon using NW-Engine.
Unfortunately I am not a coding guru and need help. Do I need any additional permissions to have other work on/modify the engine?

This is a tricky question. Ideally no, it's one license per project not per developer. However if the coder is external he/she may steal your license, and may try to reuse it for his/her own. Let's do it like that, share your license with your developer, in case of issues we will block your license id and I will grant you for free a new one, leaving the thief in cold water.
On the other side, you can of course purchase a new license for this developer or ask that the developer purchase one. It is still at 20$ currently so hurry up
