Go to google maps. Go to a random country. Look at the towns. Replace a letter or two of each of the names. Done.

Random name generators never work for me - but they usually give me enough of a push that I can come up with names on my own from what they create.

If all else fails, just take a list of nouns and add "berg" or "ville" to them... Lakeville, Mountainberg, etc. :)

Yeah, if you plan on releasing your game, I highly suggest against using a random name generator. They are not as random as they seem. All it takes is trying the random name generator in WoW out to see that. You would think the one in WoW should be fairly advanced, but it can take 5 tries or more to get one that is not used already. And if you are going to release your game, there is a high chance someone has already used some of the names you may get generated for you, and that could be very serious. Even though the name was generated by a program, the fact that it was used in a game makes it their intellectual property. Maybe the laws are more complex than that, but I don't think it is worth it. Those name generators are only suitable for coming up with character names when playing RPGs.

Look at where the town is located in the game world and think of it from a characters perspective. If you lived in that world, what would you call the town? Or would you call it nothing, if you lived there? How would you give directions to other people in the game world "Go to the place by the rivers bend"...and soon enough, the town is called Riversbend (or over enough time, it mutates into Rivaben...)

Just pick something that seems appropriate and don't sweat it too much.

Look at Everquest - one of the most popular MMOs (until WoW anyway). The two biggest towns in the original game were Freeport (about as generic as you can get) and Qeynos (Sony EQ backwards). Didn't effect gameplay at all :)
