Forum clean up

Cleaning up the forums and changing them a little. Was getting confusing with the amount of posts we have and the different types of developers here. Please feel free to post suggestions. I merged some topics like dev discussion and general development. Even I got confused on which was which.

I think there was good reasons at the time for most of the forum sections we made, but over time the specificity really kind of wore off and people were choosing at random between about 3 or 4 different forums on where to post dev-related topics.

I still like the Beginner and Advanced section of the development help area. It allows beginners (who have tons of questions often times) to post as much and as often as they like, on any topic no matter "how noob" lol. Then more advanced users can check in on it when they want to help out, or not if they are more focused on advanced coding that day.
