Any one know a site that has tuts on how to make 2D game graphics for a web game?

If you mean for a PHP browser game, you are probably just looking for Photoshop tuts, maybe ones focused on digital painting and the like.

that brings up lots of tut on how to make really high detailed picture what i ment is tuts on how to make the images halls used in Urban Realms game

Probably your best bet for images like that would be Illustrator tutorials. Vector graphics seem more game-like.
