Crafting quality

What would be the ideal way to manage quality in regards to items crafted.
Ideally
U have a crafting level
1-100
And the higher the level the better the quality items can be crafted.
Seems simple.
But how do we manage that?
Do you have tier type materials that you can only craft with once you are high enough level
Or does the quality of the item crafted get better using the same materials.
Pros cons.
I don't like that a level 100 craftsman makes the same quality item with the same raw materials as
a level 5 craftsman I think he should be able to produce a better item.
How ever should a level 100 craftsman be able to make rare strength items from
The same Raw materials? As a level 5 craftsman just making simple items
If that was the case wouldn't you flood the market with high tier gear as generally speaking lower tier
raw materials are always in abundance.
One solution I had was, durability.
The same base materials always produce the same core stats
Potion mix always raised 50hp
Armor def was always 50def
Sword attack was always 50attk
But the durability was longer
So for a level 5 craftsman maybe u had 10 durability
But on a level 100 it would be 50 durability.
Not sure how to manage potion durability though.maybe for every 20 levels it would last an extra drink
But not heal as much in the single drink.
