NWE Announcemnts

Hello again,
I created a new module for announcements. Its a little addon for the Forums module which you will need to have. It basically sets up a centralized location for the admin to create a new announcement where players may go and read up on it. When an announcement is created it is automatically added into the forums in the section that you want it to go in. You just need to provide the section id in that forum.

And yes I know there is something with the but thats not my module, it is the forums module itself so maybe Greg can take a look and figure out a way to fix that and also maybe implement the forums read
