New type of battle system

I have always thought that battle systems are cool and make a good competative games.
but select weapon and click attack can be very boring and not much strategy involved.

if we could come up with a new concept for a way to tackle a better turn based system how would you do it?

I have in my head a WeGo strategy.
were you either both cast your action. and either have it like "paper sizzors rock" style system. And the more you level up the greater options you have like.
Paper sizzors rock if you are level 5 and under, but over 5's might have "Paper Sizzors Rock, Lizzard, Spock."
something like that.

Or some sort of strategy based style.
Not sure just want to run ideas..
