inconsistent Mine refresh

We have been noticing that the Mine refresh interval has been very inconsistent. It will show the countdown which we currently have set to 3600 seconds but, sometimes it lets you back in way before the timer runs out. Has anyone else experienced this and if so was there a workaround?
