Combat - player not attacking?

I have the one click combat feature turned on. Many of my players are reporting that during the play-by-play after the battle it appears they aren't attacking even against much weaker opponents.

What are the reasons a player might be unable to attack another player once the battle starts?

check the number of time you can attack the person under the admin panel:

"Combat Same Player Per Day"

Thanks Kal. They are able to attack the other players it's just that in the blow-by-blow breakdown you are shown after the battle the attacking player who is stronger never attacks.

So it seems the issue is that they don't have enough Energy to attack the first time. Here is an example of one of the players that can't attack:

Street combats costs 5 AP.
Your max. damage is 1044
Max energy 163
Energy cost 225 <------------higher than this person's Max energy
Reload energy 62

How is Max energy determined? What does this person need to do to raise his Max energy?
