Mobile - Charge Account

Another mobile question
Does anyone know of way to automatically charge an account based on an event or something on either operating system? IE Event X is called, transaction is processed. I was thinking I may have to go third-party (like PayPal) but not sure.

Android has its own SDK for it. Microsoft has one, not sure about iOS.

I am pretty sure that ios does as well through iTunes.

Basically I'm looking to charge instead of using an OnButtonClick event and use another event...You guys think I can do this with the stock payments or even PayPal? I also want to disallow the user to cancel once this event has occurred, so basically it process all at once.

I'm not much of a mobile guy. Just today as a matter of fact I'm trying to get back into creating something for iOS so I'm not much help, sorry

I don't think you can just charge a phone? They have to approve it?
