what is better?

what do you think is best for a navigation bar,

HTML + CSS
or
JAVASCRIPT + SOME JQUERY + CSS

also I am just very curious in what everyone thinks about both and why.

It depends. Either can look good, a static image sidebar or an animated sidebar. Just depends on implementation, I don't think that there is a "best option"
