New Project Showoff sections

I have separated the showoff sections for nearly complete fully media projects and starting up WIPS. I have moved a few and if you feel like your project goes in Tier II then PM me and we can move it and vise versa. Tier I does not make your project any less special. Its all about the phase of development you are in. If you start in Tier I and you finish more and want to move it to Tier II no problem.
