Social Network for University Students

Hey guys i have a project....I need help with. I have my own company and im looking to build a social network (More information is described in the scope of work) which allows students, universities and employers to access and connect with each other. I hope you can help me out as I am low on cash. I ahve attached my scope of work SO pleaseeeee help me out if you can. Our company is registered in Canada and we are looking for a team who can help us develop a site that can tackle our challenges. We also attached a virus scan report to show you we are sending you a clean document.
