Have you tried googling "open source browser-based RPG"? There are quite a few out there. Also check out Sourceforge.

The only thing is that you will still need programming know-how to alter the game. Programs are so finicky that you will break the code long before you can make a fully unique game if you don't understand what you are changing. My suggestion is to learn PHP and HTML through the video tutorials here. There really is no way around learning to code.

I would agree with Jack here. Learn the PHP tutorials that Halls has wrote if your looking for text based, they are fantastic and will get you going. Also, if your looking for a 3d browser type setup, look into Unity3d here.
