With urban realms as the map has 25 slots 10 would be road so leave 15 spare spaces doe sthat mean only 15 different people can build there or is it that what ever zone it is all people can do there own thing there.

i.e say 3 doctors on the doctors square

i am not sure what you mean, a zone can be a whole city, a collection of those maps, much like QOC how you can build something on every map. You just need to put in a travel system and make more maps.

sorry halls what i mean by zone would be i.e
Doctors
Sporting goods
housing
so say player a build,s a doctor,s and a house on say location 1 on your map 1 can others still build there or is that location now used for player a and player b need to used a blank location

yeah once a location is taken it is gone, they can move to the next town or zone and build.

There are as many ways as there are games out there! What kind of travel system do you want? Once we know that, and much more detail, we can give you some pointers!

place a link that says travel north, south, east, west, then have a definer in the players table that states which map the player is on and then definre the maps by that definer. Select * where map = $playerinfo3[map]
