As far as the RCS product goes, I would give it a solid 8. It feels somewhat primitive in gameplay, since it is quite stiff feeling, the camera is a bit off, and of course the graphics are DX7. However, it is very user friendly, and as we can see, a commercial game can and has been made with it.

As for Solstar and RC Pro, I would have to give a low score. Their business model of announcing a product and taking payments for a product "in beta" (which, most of the time, should have been called pre-alpha) that will not be able to complete a functional game for about 3 years after someone has paid is just ridiculous.

People say that Solstar is slow to publish updates for RC. Nothing could be further from the truth. Rather, the consumer should not even have the product at these times, as it is still in heavy development. When RC Pro was first released, it should have still been in internal testing only. Hell, I don't even think the community should have seen a screenshot and perhaps not even known about the product's existence at that time. Instead, they happily take people's money for a product that was not even 20% complete at "release", and then tell people to be patient.
