It just appears that it is because developers are choosing to move away from working for AAA studios.

I am not all that surprised really. They even say right in the article that console development is always going to be very small because of the requirements for it. You have to work with the console maker, be fully funded, and go through a long certification process to build console games, even for the game download services (except for XBLA Indie Games). On the other hand, mobile, browser and PC games have no such restrictions, so they have been the top 3 for years now.
I wish they had asked about social network platform games, as that would be interesting to follow
