RTS is an extremely complicated genre to develop (hence why there are very few indie RTS out there). However, if you could find some way to get TGE (Torque Game Engine), which is no longer sold through Garage Games, they still sell the RTS Starter Kit for it. The RTS Kit supposedly has a ton of code written for selecting units, building structures, and other basic functions. It would still require a lot of work, but it would be a huge head start. Outside of that, coding one from scratch would be a nightmare. Also, keep in mind that the RTS Kit is not compatible with the version of Torque that GG is selling now, Torque 3D.

Wow, I did not know there were so many other options. SpringRTS definitely looks impressive, and free, too! It seems like it could produce a current-gen RTS game with the right models. Stratagus has a nice retro Warcraft II/Starcraft look to it as well. I looked about a year or two ago for an RTS engine to see what was out there and had not found any, so it is nice to know that is changing :)

Which one is free only if you have a company? SpringRTS is open source, so you can download it and begin working with their latest release right now. I am not sure what their license is, and what rights you would have to a completely unique game you make with it though. I would assume since they are releasing it as an "RTS engine" you would be able to release your game. You would just need to find the actual license to find out the terms.

Wow, looks nice, but...
# G3D models. Glest uses its own 3D format for unit models and animations. We provide a plugin to export from 3DSMax, but tools for Blender are also available.
Why, God?! Why?! Because an open-source, compatible, standard model format would not make it on to a feature list?

EDIT: I looked it over a bit more, and this engine really is very nice. It looks a lot like Warcraft III, which is a good thing :) I can't seem to find the license yet, though.
