Does Ratchet use a different execution engine? Because the code looks more like a PHP-styled version of node.

Not sure, but it does not depend on zeromq, I haven't delved that deep into the code of ratchet. I guess they have rewritten the socket logic straight in PHP so it no longer requires the C library.

Hmm...but it doesn't run on Apache, right? I guess my question is if Ratchet has to run in its own semi-stack, side-by-side with your regular PHP code. I remember when I first heard about it I read it was built using the PHP command line tools that don't use Apache. No idea if they got it more integrated since then.

You need it to run on the same server as your http server as far as I know for browser security standards, if you don't some browser may not make a handshake, but the ratchet instance is just a cli.
