Nice config. I noticed you got 8GB of RAM. From what I know, RAM doesn't actually improve gameplay that much. After a point, most OS's will actually start caching files on it and that leads the RAM activity to appear to be high. Still, at the cheap costs these days, most people will just max it out....

PHP isn't normally used to code the UI, it's CSS and HTML which is used to do that. Because of this, there isn't any PHP WSIWYG program out there.

Personally, I think not using an IDE or a program is the best way to start. It forces you to learn the syntax of the language and not rely on an IDE to pick those tiny errors up and correct them before you even realise. Anyhow, don't worry yourself on IDE's.
