I was able to make the scrolling map i was looking for using a frameset. Not sure this is the best solution but i am happy with what i have come up with. i split the map, Left and right panels into different frames. Ive also been having trouble. what id like to do is make the map in a window and have it scrollable so it is larger than what you see on screen.
